The French Communist Party (Parti communiste français, PCF) says, "Enough provocations and irresponsibility!" Unfortunately they aren't addressing the unidentified "youths" who have trashed France, they are accriminating the Jack pack.

Very serious events happen in the popular districts several towns of France, in particular in the Paris area... The great majority of women, men and young people of these [rioting] districts...are the first victims of these intolerable violences.

The detonator of this explosion is the irresponsible policy of provocation of the Interior Minister, inspired by politicking and personal ambition. Ruining years of efforts of local councillors and associations, Nicolas Sarkozy didn't miss an opportunity, as the representative of the Republic, to stigmatize the populations of whole districts. ... Stigmatized, humiliated, discriminated, certain youths - a small number [sic] - became the hostages of this logic of confrontation in which they wrongly believe themselves able to express their anger, their revolt and their despair.

There's a lot of this switching, but slog on and you get at the PCF sugarplum. Good news, comrade! The French Reds have a 9-point plan to smooth down the "youths" and tidy up paradise. Just the ticket for a France with no plan. [Our summary is bracketed point-by-point.]

2. [Next, open the State candy store.] Accorder les très importants moyens nécessaires aux services publics dont dépend pour les populations concernées, et notamment les jeunes, la possibilité de prendre à part entière leur place dans la société...

3. [Invent jobs out of thin air.] Faire de l’emploi et de la formation un axe prioritaire de toutes les politiques publiques, en visant une véritable sécurité d’emploi ou de formation.

4. [Cook up unspecified ambitious programs to undo the effects of all previous programs.] Développement en grand, à l’exact inverse de ce qui se fait depuis des années...

5. [A grab bag of fairy tale improvements: Return dignity to families and youths; respect the youth of the State in the city; begin a big but unspecified plan to eradicate poverty (Why didn't someone think of this before?); suppress all laws that undermine freedoms, organize discriminations and feed the violence-repression-violence cycle (Why are such laws on the books at all?); give everyone who steps foot in France and can draw a breath the right to vote (This will be a fun addition to tourist charters.)]Redonner leur dignité aux familles et aux jeunes...

6. [Render the police useless.] Mettre la police au service de toute la nation, ce qui implique : démocratisation, formation, proximité, moyens adaptés.

7. [Excise the State's fair share from the drug and black markets of the banlieues.] S’attaquer vraiment à l’économie parallèle et aux trafics de tous genres.

8. [Wand-wave and restore sense to the law.] Redonner du sens à la loi...

9. [Give justice the unspecified means for respecting the law, equally for all.] Donner à la justice les moyens de faire respecter la loi, également pour tous...

Not inspired? OK, this is just standard PCF piffle rehashed as riot remedy piffle.

The PCF plan has taken pains not to piss off the malcontents with exhortations to amendment and civic responsibility -- nothing here to interrupt a life of anger and drift. The government, on instructions from the PCF, will wand wave and France will be made whole: Please don't trouble yourself. Everything's being taken care of. You have suffered enough in the process of burning down your communities.

Brilliant stuff from the PCF.
