BRITAIN, FRANCE SAY SUPPORT NORTH KOREA SANCTIONS

UNITED NATIONS October 9, 2006 (Reuters) - Britain and France said on Monday that they would support sanctions against North Korea after Pyongyang said it conducted an underground nuclear test.

"The discussion will be on sanctions," France's U.N. Ambassador Jean-Marc de la Sabliere told reporters on his way to a U.N. Security Council session. "The time has come to have a Chapter 7 resolution."

Chapter 7 makes a resolution mandatory for all U.N. members and allows for sanctions and even war. But the Security Council has to state specifically what kind of action members want.

America has called for tough sanctions:

At the United Nations on Monday, the Bush administration proposed the imposition of an arms embargo and a series of legally binding U.N. financial and trade sanctions on North Korea, as well as international inspections of all trade coming in and out of the secretive country to enforce them.

To distinguish France from the American position, M. de la Sabliere has suggested instead that member states refrain from using the epithet Beloved Leader when referring to Kim Jong-il, and -- in a show of the clout France can bring to bear -- restricting sales of Hennessy cognac to liquor miniatures.
